Phil has been a key partner at Central Surgery since 1984 and is a passionate General Practitioner committed to transforming the NHS through the opportunities afforded by the Health & Social Care Bill. He has held public roles in the NHS and beyond for many years.

Locally he has been a senior commissioner of health services for 25 years with a particular responsibility around mental health for the south-west of London. He is currently Deputy Chair of a Kingston Clinical Commissioning Group and leads on cardiovascular medicine, education & training and governance.

Phil works at NHS England as an appraisal and revalidation lead for GPs in South London. London-wide he is co-chair of the London Mental Health Strategic Clinical Network, a group that works in partnership to improve mental health outcomes that matter to Londoners. He coordinates the 32 GPs who work as the Clinical Commissioning Group mental health leads across London.

As Public Sector Director on South London Health Partnerships he retains a passion for seeing primary care facilities improved and is an active proponent for the transformation of primary care to meet the demands of the twenty-first century.

Works in surgery on Mondays

Nationally he is a board member of NHS Clinical Commissioners and chairs their Mental Health Commissioners Network. He was a member of the Mental Health Taskforce which, in February 2016, published the Five Year Forward View for Mental Health for the NHS in England. This national strategy, which covers care and support for all ages, is the first national strategic approach to improving mental health outcomes across the health and care system in England. He frequently speaks and chairs at national conferences.

Phil has a strong educational background being a GP trainer and honorary teaching fellow at Imperial College. He is a revalidation and appraisal lead in South London. He is a Visiting Fellow in Healthcare Management at the University of Surrey.

As a trustee and chair of a variety of charities and voluntary organisations, he extends his interests more widely.

Dr Jonathan Edwards (m)

Particular interests in therapeutics, acupuncture, respiratory and cardiovascular disease.

Jonathan is a partner and has been with Central Surgery since 1989. As a long standing member of the surgery, Jonathan has helped to position Central Surgery as one of the regions leading NHS bodies. He is a GP trainer and an active member of the Medicines Management Committee for Kingston. He also chairs the Joint Individual Funding Request Panel which ensures that exceptional requests for NHS funding across several local Clinical Commissioning Groups are treated fairly.

He sits on the board of Kingston GP Chambers which is a body that includes all the general practices in Kingston and aims to provide support to practices and to provide additional services for patients within the community.

Jonathan has been a GP appraiser since the scheme began and believes that the process can be supportive to his colleagues whilst ensuring all local GPs are skilled, up to date in their knowledge and are revalidated successfully.

A past president  of the British Medical Acupuncture Society Jonathan also teaches on their foundation courses and offers this service to suitable practice patients.

When not working he enjoys spending time with his wife and two young daughters, cycling and struggling to complete cryptic crosswords.

Dr Nassif S Mansour (m)

Particular interest in neurology & headaches, diabetes, minor surgery & joints injections, mobility disorders and care of the elderly.

Nassif joined Central Surgery in 1995 and is one of the four partners. He is a Neurologist and Diabetologist and is responsible for the local Community Neurology Service for Kingston and Elmbridge Clinical Commissioning Groups (CCGs). He is also the lead clinician for the local community hospital which is a 35 bed rehabilitation unit and medical advisor to the Rapid Response Team.

Nassif is a member for the London Neurosciences Leadership Group and of the National Institute of Health and Clinical Excellence developing guidance to clinicians in relation to identifying and managing neurological conditions. Nassif is a trainer and appraiser in general practice and teaches medical and nursing students at the surgery.

Nassif volunteers to develop Family Medicine internationally through his work with the Royal College of General Practitioners and the Academy of the Medical Royal Colleges.


Dr Suma Suriar (f)

Particular interests in Family Planning and Sexual Health, Child Health.

An expert in child care for women and children, Suma comes from a strong background in care for the elderly, general and neonatal paediatrics, and paediatric cardiology.

Suma has been based in the UK for nearly 30 years and has been a partner since 2000. She has been a member of the Surbiton Community for a considerable number of years.  She is the lead on Adult and Child Safeguarding in the Practice.

Her passions are cooking, reading, relaxing with her extended family and she enjoys a good quiz show.   

Dr Carina Salazar (f)

Carina is an experienced GP who provides expert services at the surgery across the broad range of general practice.  Her particular interests are in the rehabilitation and care of older people and looks after patients on the rehabilitation unit at Tolworth Hospital.

Carina takes an active role in teaching the many medical students that undertake their training at Central Surgery.

Dr Niloufer Byramji (f)

Niloufer has been with the practice for many years and is well known to our patients.  She takes a lead role in Palliative Care, Diabetes and valued for her gentle and consistent approach.

Particular interests are end of life care, long-term kidney disease and Diabetes.

Dom joined Central Surgery in 2010 after previously completing his General Practice training with us.  he is developing considerable experience in the rehabilitation and care of older people, particularly dementia.  

His other interests are rheumatology (musculoskeletal medicine) and emergency medicine.

Dom is also a keen marine Aquarist.

After working as a missionary doctor in a warzone, Christine moved to the UK where she trained to become a GP.  She joined Central Surgery in September 2017. 

Her special interests are Family Planning and Sexual Health but plans to expand her interests in child health and teaching medical students.

Christine's hobbies are reading and trying out different recipes but what she enjoys most is spending her free time playing with her children.
